The Welcome Office – WO for researchers offers its services towards the following targeted people:

  • Research fellows coming to Trieste from abroad with a research grant;
  • Departments.

Incoming researchers and fellows: The WO will provide them with comprehensive advice and practical support regarding their arrival at the University and their stay in Trieste.

Departments. The WO advises and supports Departments during the preparation for and throughout the period of stay of their incoming international hosts. (online procedure for obtaining the NULLA OSTA – SPI procedure)

If you are a EU RESEARCHER

Italy is a member of the European Union. EU citizens do not need a visa to enter Italy neither a residence permit to stay.

Residence registration - Iscrizione anagrafica

EU citizens should register when they stay in Italy more than 90 days. The Registration is required for registering for the SSN – Italian Health Service.

The Residence Registration is valid for 12 months. EU citizens must go to Trieste Ufficio Anagrafe (Trieste Town Hall) . Ask to be registered as “temporary resident”. Bring with you the following documents:

- valid Passport or ID card
- certificate of attendance issued by the Institution you are enrolled in or documents proving your professional position (i.e. work contract, study/research  grant, etc.) or work contract 
- Italian tax identification number (Codice Fiscale)
- valid health insurance (EHIC, private health insurance translated in Italian, registration for the Italian Health system)
- rental contract (registered).

When you leave Italy you are required to inform the Ufficio Anagrafe.

If you are a NON EU RESEARCHER

If you are a non-EU Researcher holding a Master Degree and you have been selected for a research activity on a specific project at the University of Trieste, you will be asked to get a RESEARCH VISA.

Visa or Research Visa up to 90 days

Requirements to get a VISA for non-EU Researchers are documentation about availability of economic means and accommodation in Italy.

To submit the application for RESEARCH VISA, the researchers should go to the Italian Diplomatic and Consular Authorities in their country of origin.(https://vistoperitalia.esteri.it/home/en)

It is very important to check the validity of the passport: it must cover the whole period of their stay in Italy or, if possible, include also the 6 months after passport expiry date.

Research Visa for long stay - more than 90 days

The researcher stipulates a Hosting Agreement with the University of Trieste, which is valid for the entire duration of the research project.

For the purposes of this Agreement the University is committed:

  • to guarantee a monthly allowance of 534,41 Euro
  • to cover the expenses for the return trip of the Researcher to his/her country of residence/origin
  • to take out health insurance for the Researcher and his/her family members or to arrange their registration on the Italian National Health Service

The signing of the Hosting Agreement is necessary to receive the NULLA OSTA. The procedure is in charge of the Service of International Relations at the University of Trieste. After having received the NULLA OSTA, researchers, within 6 months, can submit their application for the VISA to the local Italian Authorities (Embassy or Consulate).

Residence Permit – Permesso di soggiorno

The resident permit will be issued for the same length of the research project.

Researchers will have an appointment to go to the Sportello Immigrazione to register, within 8 days from their arrival.  They are asked to bring with them: passport, revenue stamp of € 16,00, the Hosting Agreement, the copy of the Tax Identification Number, a copy of the Nulla Osta, all pages with personal data, entry stamps and visa, a copy of your health care insurance (provided by the Department) and a copy of tenancy agreement (if you have it already) or a room reservation.

At the Sportello Immigrazione, researchers will receive all the useful information to proceed: it will be provided the “Format 209 -  Modello 209”, which, together with the other documents required, must be sent to Questura di Trieste through a Post Office. At the Post Office researchers request the kit 'Richiesta di rilascio/rinnovo del permesso/carta di soggiorno per cittadini stranieri' to be filled in.

Researchers have to bring a revenue stamp of €16,00 and € 70,46 (for one year) or € 80,46 (for two years) to pay the application for the residence permit. We suggest making the payment by postal giro slip. Cost for sending the kit is about € 30,00 as postal fee.

At the Post Office researchers will receive automatically the appointment with date and time for the fingerprinting and issue of the Residence Permit at the Questura.

Renewal of the Residence permit

The Residence permit can be renewed for the same purposes of the first issue and when conditions are met.

Researchers and Departments are requested to start the procedure at least 60 days (2 months) before the expiry date.

Conversion of the residence permit

According to Regulations in force, researchers can convert their residence permit for seeking job or work purposes, when conditions are met.

Other residence permit

Seeking employment permit - Permesso per attesa occupazione. After the expiry date of their Residence Permit, researchers can stay in Italy only for seeking job purposes. They have to convert their permit.

Work permit. Researchers can keep staying in Italy when their permit expires only for work purposes. The procedure for the permit conversion should be started not later than 60 days before the current residence permit expires.

Health

When in Italy Researchers must have a health care insurance that covers them in case of sickness or accident.

At the Health District 4 (via Giovanni Sai, 7) of the Trieste Integrated University Health Service (A.S.U.I.Ts) operates the Punto Informativo stranieri (Information desk for international citizens) which is managed by a team of cultural mediators belonging to Associazione Interethnos (Interethnos Association).

Researchers can find operators who speak English, Polish, Albanian, Serbian, and Croat.

 

Health care options are:

a) Registration at the Italian Health System - Servizio Sanitario Nazionale (SSN).

The Italian SSN guarantees medical treatment in public health facilities when it is urgent or necessary. A fee or co-payment may be charged.

Non-EU and EU citizens are entitled to register for the Italian SSN system if they stay more than 90 days in Friuli-Venezia Giulia and they are permanent residents (with a residence permit or with domicile, for students only) in the regional territory.

The registration will allow also the EHIC for temporary health care in another EU country for tourism purposes.

Non-EU citizens attending a study programme in Friuli-Venezia Giulia for less than 90 days can register for the SSN.

The registration may be made free of charge (iscrizione obbligatoria) or by paying an annual fee (iscrizione volontaria) and it depends on the economic and work contract conditions.

 

  • Non-EU citizens with a valid residence permit for study (or with declaration of presence certificate for period shorter than 90 days) are entitled to register by paying € 149.77 per calendar year (January 1st – December 31st).
  • EU citizens students regularly enrolled with an acknowledged institution located in the region (without either EHIC or EU Forms), are entitled to register by paying € 149.77 per calendar year (January 1st – December 31).
  • EU and Non-EU citizens (with a valid residence permit) holding an Italian work contract where IRPEF tax is paid, are entitled to register with SSN free of charge. The registration has the same duration of the permit.
  • EU and Non-EU citizens (with a valid residence permit, except the permit for study) entitled of a  research grant/assegno di ricerca or work contract, etc…, where IRPEF tax is NOT paid, are entitled to register for SSN per calendar year, by paying an annual amount.

The cost is calculated by considering 7.5% of the yearly income (accrued in Italy and abroad in the previous year) with an income up to € 20.658, 28; plus 4% with an income higher than € 20.658,28 and up to € 51.645,69. The minimun contribution fee is € 387, 34 while the maximum is € 2.788,86. N.B. To make this type of registration (iscrizione volontaria) you must be resident (permanent registration - APR) in Friuli Venezia Giulia region.

You may register at any Health District and bring with you the following papers (make a copy first):

  1. Scheda di iscrizione volontaria al Sistema sanitario nazionale (Form for voluntary registration with the SSN) filled in and signed;
  2. Residence permit or the receipt issued by the Post office;
  3. Passport and visa;
  4. Self-declaration of the current local address (the same address that you have written in your residence permit) or residence certificate;
  5. Tax code (Codice Fiscale);
  6. Original copy of the payment receipt of € 149.77 (only for citizens holding a residence permit for study)

OR

The amount based on the 7.5% of the yearly income (accrued in Italy and abroad) with an income up to € 20.658,28; plus 4% with an income higher than € 20.658,28 and up to € 51.645,69;

  1. Self-declaration of any other source of income except for grants and fellowship;
  2. Letter or statement of the study programme (ONLY for Non-EU holders of residence permit for study).

b) European Health Insurance Card (EHIC) - TEAM card

The card gives access to health care during a temporary stay (less than 90 days). Also EU, EEA or Swiss citizens are covered for emergencies and medical care. A contribution is required for prescriptions, medical examinations, oral and dental care.

For longer stay, researchers are entitled to use the EHIC unless they have not changed their permanent residence in Italy.  

Researchers will benefit from the Italian SSN services without being registered with. You need only to show always your EHIC when visiting doctors (GP or pediatrician) or hospitals of SSN.

 

c) Other EU forms - Form S1/E106, S1/E109 or SED S072

These forms give access to health benefits in a country different from that in which the researchers are insured. Forms are issued by the National Health Authority or by the social security provider before leaving.

Before registering the holders of these forms have to register prior at the Ufficio Anagrafe (Anagrafe of citizens temporarily present or permanent resident).

Registration is made at the Health District and allows to choose a general practitioner or a pediatrician. The following documents are necessary:

  • Passport or valid ID;    
  • Tax Code (Codice Fiscale);    
  • Temporary registration receipt of the Anagrafe or Certificate of permanent residence (or the request submitted to the Anagrafe office);
  • Letter or Statement of the study programme (if they attend a study programme);     
  • Form S1 (ex E106 and E109) or SED S072.    

The Health card (tessera sanitaria) will be issued (only for Form E109) and no other forms will be issued.

 d) Private Insurance

Private health insurance must meet certain eligibility requirements to be accepted in Italy.

Daily life
Tax identification code

Tax code identification number is a personal Italian code which allows to identify individuals in their relations with public authorities and administrations. It is requested for example for the opening of a bank/postal account, for the stipulation of a work contract or to apply for the National Health Service (SSN – Sistema Sanitario Nazionale), to rent a flat, etc.

Tax codes are issued by the Agenzia delle Entrate (Italian Revenue Agency).

Bank or post account

A personal current account which you can open in a bank or post office. An Italian current account is requested to get the salary paid.

If you need to open a bank/post account you have to provide the following documents:

  • passport or valid ID;
  • tax Identitification number (Codice Fiscale);
  • recent utility bill (as proof of address);
  • Italian mobile phone number;
  • residence certificate or valid permit of stay and proof of your condition (work contract or payslip/fellowship/etc.).
